The National Biometric Security Project - NBSP Announces Expansion of Services; Restructures Organization

Washington, DC – The National Biometric Security Project (NBSP) a leading biometric testing, training and acquisition support organization today announced a significant expansion of its lines of business and a resulting restructuring of its organization.

In today’s announcement John E. Siedlarz, CEO and Chairman of NBSP, said: “We have developed a significant capability in biometric testing, training, and research since our inception over four years ago. In testing, we pioneered the concept of independent biometric product certification, a process that we named QPL for Qualified Product List, and completed the first round of tests this past June. Our next round of tests will begin in September. To the best of my knowledge, we are the only pure biometrics testing facility to receive ISO/IEC 17025 accreditation.”

Siedlarz went on to say that NBSP’s training services expanded from one introductory course to an in-depth biometrics orientation course, a biometrics operations course and a soon-to-be released biometrics technical training course. All courses qualify for CEU credits. “In research,” he continued, “we began by publishing and updating a substantial summary of U.S. and International privacy laws and their impact on biometric deployment. Today, we offer in-depth privacy assessments for organizations evaluating the use of, or preparing to incorporate, biometrics into their security systems. Our semi-annual publication of the latest published and emerging biometric standards has become the industry’s authoritative summary status of biometric standards. To promote these expanded capabilities more effectively and better reflect the wide range of services we now provide we are changing the name of the Test, Research and Data Center to Biometric Services International, LLC. That expanded operation will remain and grow in Morgantown, West Virginia and maintain its ISO/IEC certifications. These changes will require adjustment in current staffing at both the WV and Washington DC operations of the NBSP.

Siedlarz also said that NBSP has developed a new concept for independent third party identity authentication in an anonymous environment called Anonymous Recognition (AR). It is intended to address the need for a system to provide a centralized database of biometric templates that are separate and distinct from biographical and other private data. AR will accommodate multiple biometric modalities and provide accurate, high-volume, high-speed, authentication while fully protecting the private information of the individual by maintaining personal anonymity within the system. To provide this important new service NBSP is establishing two (2) new business organizations; one is a non-profit organization,
Anonymous Recognition Services LLC (AR Services), to be headquartered in Morgantown, WV with new job opportunities for the region. “NBSP believes that a separate non-profit organization, exclusively dedicated to this service, is a mandatory requirement for credibility and trust in the international community. Unlike NBSP, it must have no other purpose or agenda in its business operations,” said Siedlarz. The second organization is a “C” corporation stock based, for-profit business, called Anonymous Recognition Technologies, Inc. (AR Tech)
Anonymous Recognition Services, LLC will provide identity authentication services to government agencies and the private sector separately or as an integrated component of a larger Identity management and assurance program.

Anonymous Recognition Technologies, Inc., headquartered in the greater metropolitan Washington DC area, designs, assembles, integrates, supplies and maintains hardware and software products for the core AR services function as well as the subscribers for that service.

WCC Smart Search & Match, the leading provider of high-performance search and match software, recently announced a strategic partnership with NBSP in which WCC's multi-modal biometric fusion platform will provide the core functionality for identity authentication in AR Services. Siedlarz said that other technology partners will be announced shortly and that NBSP is in currently in negotiations with a number of potential investors in AR Technologies, Inc.
