First-of-its-Kind Facility to Operate in Greater Hartford area; Provides More Convenient Options for Applicant Fingerprinting and Background Checks for State-Licensed and other job requirements; Plans for Additional Facilities

STAMFORD, Conn.-L-1 Identity Solutions, Inc. (NYSE:ID) a leading provider of identity solutions and services announced it is providing the live scan technology to Biometric Identification Services (BIS) for the State of Connecticut’s first full-service fingerprint and background check facility opened in Wethersfield today. The facility, the first-of-its-kind in Connecticut to operate outside of a police station, will provide citizens with a more convenient, secure and rapid process for completing fingerprint based background checks required for State-licensed and other jobs such as school employees, bus drivers and day care workers as well as for applicants for pistol permits, prospective foster parents and public service licenses.

In addition to the live scan devices, L-1’s IBT division is providing printer hardware and software to facilitate the collection and vetting of applicant information.

“Our business is owned and operated by trained and experienced law enforcement personnel and it has been our experience that this type of service needs to be more readily available to our citizens, while not overburdening our already overworked law enforcement agencies,” said Managing Partner Scott Martin of BIS. “We believe that together with L-1, we can deliver citizens a safe, easy and secure method of completing fingerprint based background checks required for state-licensed employment and other applications. The facility will also be capable of providing background check services to the banking, insurance and securities industries.”

Today, background checks required for state-licensed jobs and other permits are administered at local police departments. However the added volume of fingerprinting and performing background checks for civilian employment license requirements is substantial, necessitating the service to be offered only as time permits. Often this means infrequent availability or services offered at times that may not be convenient for applicants.

“With the new full service applicant fingerprinting center located on the Hartford City line, citizens can now go directly to a central location that offers fixed hours of operation,” said Robert V. LaPenta, Chairman, President and CEO of L-1 Identity Solutions. “With it, Connecticut citizens applying for State-licensed positions and permits have a more convenient and efficient option for completing necessary fingerprint based background checks and enrollment.”

The State of Connecticut requires that any person who is hired by a local or regional board of education (teachers, administrators, special service staff members, teachers' aides, custodians, cafeteria employees, bus drivers, etc.) must submit to a state and national criminal history record check within the first 30 days of the date of employment, including state and federal fingerprint checks. Connecticut recently extended this law, passing new legislation requiring applicants for a bus drivers license to also undergo a stringent background check that includes a check of the state’s child abuse registry and regular drug testing to ensure the safety of school children.

Hours of operation at the new facility will be Monday thru Friday 9AM-5PM with extended hours on Thursday until 7PM and Saturday morning from 9AM-12PM. BIS Managing Partners Martin and Daniel Failla were responsible for the design, implementation and operation of the Connecticut Automated Fingerprint Identification System (AFIS) while serving as directors of the Connecticut State Police Bureau of Identification.
